Phoca Gallery User Control Panel Layout

Hi,
I am trying to link a ctegory to this panel layout to let users upload their pictures. I fix parameteres to let it uploaded to the public...but instead to appear the upload form, appears the Register formsaying you are not authorized.
I also fix the Global config parameters as well.
Please, tell me how to do it/\Thanks
