Access frontend all categories.

Hi, I'm trying to figure out how to let a user access to all categories.
There are multiple users registered.They all have access to one category.

In need one user to have access to all categories in frontend. I tried some settings but nothing worked.
All categories have an owner.

I do not have subcategories.

Does anyone knows how to do this?

Hi, which rights do you exactly mean? Access, Upload or Delete?

Access to category is granted for all public users as default
