Front end User Uploads and Catagories

So I played around with it for about 3 hours and read the documentation on it but still cant seem to figure it out.

What I am attempting to do maybe it cant be done or maybe I don't know the proper way.

What I would like to do is have a fixed categories for them to choose from but not ADD any. Just select from the 2 Categories that I have and not add or have to mess with that but allow them to "add a sub-categories" to put there pictures in which I can authorize and authorize there pictures as I want to ensure no spam pictures or inappropriate picture are added.

So far I have gotten everything added on my site but unable to get the categories to work the way I listed above. I cant get a user to be able to see my categories that I added intended to be used and viewed by anyone. I set the access to "all registered" and set it to blank thinking it would allow all and neither worked to the effect I wanted each time I wanted the new user to create a entirely new category.

I would like a simple way for users to be able to add 1-5 of there images into a folder (Sub category) which they can name.

*My site currently has an easy way for users to log in via facebook, twitter, IG etc.

Since I read not to post my URL I will say you can see my site by putting ARmA15 into google or bing and the first page will be my site. Thanks for any help on this.

Hi, in category view, users can add only images, they cannot add category or subcategory (if not allowed in options):
