I am trying to set up my gallery so that users are able to comment on the photos, but I do not want them to have the ability to create categories or upload photos. What is the best way to accomplish this

Hi, just disable user upload and don't create menu links to upload view. Then when users are logged in, then they can only comment on the photos.
