Phoca Gallery 3mb limit

Hi,
I am stumped by by the 3mb limit for image uploads in Phoca Gallery. The PHP.ini file is set to 32mb (as shown in the Joomla PHP info screens), but still Phoca Gallery is only allowing 3mb. I have tried installing Phoca Download and setting the upload limit there, but to no avail.

Joomla version = 3.3.6 | Phoca Gallery version = 4.1.2

Hi, I don't understand it, do you use Phoca Gallery or Phoca Download? When you have problems with Phoca Gallery, why did you install Phoca Download?

Did you change the limit in administration options too?
