In category view this is possible, without giving the user the option to create their own subcategories.

i would like to not give the user the option to create categories and sub-categories.
I would like them to upload in a list of categories i create in the backend.
Then user can choose in front the categorie he/she would like to upload.
Then i want to authorize if picture is ok.
(this is for a non-profit veterans site)
Is this possible ?
It seems that the user can now create the categories and don't like that because the gallery will become a mess.
