Tagg and coment picture

There is any pluggin to make tags in one picture? I mean, you can mark or flag one point in the picture an leave a coment.

Hi, you can comment images, but tags can be added only in administration.

I have a question: You can make a coment whit your facebook account in every web than you want, but you cant tagg you in one picture? Whats the diference?
