category access

Hi,
in your documentation you tell that " files can be downloaded by only one selected user too. Specific user can be selected in Category Edit mode. Then all files from the category can be download by only selected user(s)."
But when I put a file in a specific category if access of single file is set to public, everyone can download it, if it is set to registered all registered user can download it(not only the user that I've specified in the category access)
Why? I do something wrong?
