Maximum size limit of all images reached

I'm trying to upload from the frontend, but cannot go passed this messages:
"Maximum size limit of all images reached. Image cannot be uploaded."
Tried to tweek these setting in the "Upload settings" section in the control panel:
Maximum Upload Size and Maximum Size of All User's Images.

Hi,did you set it in parameters component in menu link to UCP, see:
