How to make users use category I made

I'm stumped.

I'm thinking that Phoca Gallery cannot be set up to force users to only post photos in the categories I set up in the backend.

I don't want users to have the option to make categories. They must enter into the categories I made in the back end or enter into the "No category" category.

Any help would be appreciated.
