Front End User Multiple Categories

I run a website where volunteers take care of various parishes (http://www.wiltshire-opc.org.uk/information) some volunteers have taken responsibility for more than one parish however Phoca only seems to be letting them create on category folder each when in reality they may need as many as five each.

If anyone knows how I can get around this without me having to upload all the photos for them from the backend I would be very grateful.
