Multiple Category Creation In Front End?

Hello,

I have a question about the front end user menu. I want to allow someone to create categories and upload pictures. How can they do this all through the front end? I noticed the user can create a category, but only that category can be edited and only pictures can be added to that category.

How can I make it where he can create his own categories and then have it where he can upload pictures to the different categories he created?

Please let me know if this is possible.
