change Upload size

Hello
i could not find how to change the max Upload size of JPG files.
in the Internet i found out i have to install the Download Module (what i think is strange )
After done so i could change some parameter. But on the Phoca Gallery i still can't upload bigger Photos!

What did i miss?

see: backend --> Components --> Phoca Gallery --> Control Panel --> Options --> Users --> Upload Settings
