Move uploaded user images after upload

I want to set up on the front end the ability for users to upload images.

However, I want to be able to re categorize them and move them after the fact. What is the best way to go about doing this? User control panel or category view?

I set up an image upload category and a directory on the server to place them. Or, would it be easier to have them choose their category and then adjust them once uploaded (to keep like images together).

If I have them use the category upload, ALL the images will be in the same directory, so I wouldn't know what event they group with.

Hi, in user control panel are the images moved to the user's folders, in category view are they moved to the category. In fact in category view you can just upload but in control panel you are even the "owner" of the uploaded images.
