"File too big" upload error

Greetings. I have been trying to get Phoca Gallery working properly. I can FTP images and everything works properly. For my users, I wanted them to use Phoca Gallery to upload. I continue to receive "file too big" error messages when attempting multiple uploads. The error occurs even with very small photos. Here is what I have tried:

- Configured Phoca options to allow larger files.
- Checked configuration of PHP.INI files: (upload_max_filesize = 64M, post_max_size = 64M, max_execution_time = 300)

I am stumped. Utilizing latest Joomla & Phoca Gallery versions.

Any ideas or suggestions?
