I have just checked this behavior with the current Joomla! and Phoca Gallery versions and the Joomla! Standard Template Protostar, but in my case it works as expected...

could you give me some more indication on how to troubleshoot this issue?
Where (which file) is this settings taken into consideration, and how?

Ok, I figured it out by adding some echo in the default.php to check which parameter was not set correctly and the issue was with the menu setting "show page heading"; I have this set globally to NO, by setting it to yes in the phocagallery menu it works.
