Users upload photos to main category not working

I have created a main category in Phoca Gallery. In the configuration of this category, I have set the owner to a particular user, and I have set upload rights to several individual users. I have enabled front-end upload. When I log in as one of the users with upload rights to the category created, the option does not exist to upload directly to this main category. All I can do is create a subcategory and upload there. Only by logging in as the category owner can I then upload images right into the main category. What am I missing?
