Hi,
1) Did you create the menu link to UCP? Do you run the latest version?
2) yes, user is listed in user list, only if he/she uploads some photo or avatar, then he/she is listed in Phoca Gallery User list - there are listed only active users in Phoca Gallery
UCP does not have all options...
