No users in user list

Hello,
I'm trying to understand how the user's page in pohoca administrator panel works.
I don't understand how to create users, if phocagallery have to "syncronise" their users with joomla ones, how can I add avatars and so on.
Unfortunately, I haven't found answers about this points, probaly I'm wrong somewhere but I can't understand where

I'm administaering the site www.parrocchiamarcheno.it with aboy 5000 photographs in the gallery.
Until now no one execpt the administrator had the "power" to insert images into the galleries and no one is the "owner" of the galleries, but now I'd like to give to some registered users the ability to manage galleries, but I don't find where to start.
Could someone help me?
