Ratings, Comments & Users

I've 2 sites and cannot get either of them to let me establish a Gallery user. What is the process?

Also when I click on Phoca Gallery Images or Comments, no images are listed. When images are selected, the ratings stars are greyed out and I cannot set them.

I cannot find any reference to users, ratings or comments in the documentation.
