hmmm... Strange.
You are using an older version though. New version - 2.6.1
http://joomlacode.org/gf/download/frsre ... v2.6.1.zip
I would always suggest using the newest version.
Also, make sure you use the newest modules and plugins, if applicable.

Hi, are you logged in as super administrator in your administration. Only super administrators can change parameters in Joomla!

Oh no!!! My mistake, I was using another user account, now I have the Settings option again... with my super administrator account
