Whenever I try and add a new file the category option is blank which then stops the creation of a new file as it's a mandatory field.

Did you create categories? Uploaded a file in a special category?
Just go to File > Select required category and upload file.

I have the same problem. I installed com_phocadownload_v4.0.10Beta.zip and the category view works again.
