Options not showing Open Street Map

I have a site that is not showing the choice to choose Open Street Map in the Options setting. J3 site using 3.0.12 of Phoca Maps.
Any ideas as to what is going on? This is prompted by google sending a notification that the API was incompatible usage or something....
