What parts would we need to use Phoca Gallery to use it to sell stock photography where people buy licenses and they can download images in specific sizes? Can this be done? Will the gallery software automatically resize the images to deliver the size purchased?

in my opinion Phoca Gallery is not really suitable for this. Try Phoca Cart.
