sub-category creation in front gives 404

Hello,
I miss something in the settings with the rights.
I would like a registered member to be able to create in a category its sub category to place its images.
Registered members must not be able to create a primary category.
here is my problem (in front)
as a member, in the main category I can see the part below with the 3 tabs (stats, category, images)
In the category tab, I have a field to create a sub-category, once filled, I click on the button "create under category" but I arrive on a page 404.
In the bakend the subcategory has been well created

Backend / User tab: Default user is registered member
