Keywords by users on the front end

Is there a way for a user to flag an image with a keyword or some other attribute that I can search for and find the results?
I have thousands of images on my site and they are for the most part broken into galleries based on the names of the people in the photos. I need a way for them to select a designated number of photos each which I will then download for inclusion in a book to be printed in the near future.
