Not a valid image error

I saw a few other threads with this but maybe providing some more info will help solve it.
I was Using Phoca Gallery just a week ago. hadn't used it in a week and now when i try to upload photos in the backend it gives me an error of "Image is not valid" the images i am uploading are 2.3MB .jpg files. i have plenty of space on the server and i have set the max size in Phoca to 6mb. the server that this is on is a local xampp server that i am in charge of. Pretty sure i didnt change anything between a week ago and now but something must be different. I have tried the java uploader and the standard (both with same results) I have chmoded the joomla/images/phocagallery file to 777 as well as the index.html file that is contained in that file. I also chowned them after the chmod didnt work as they were not originaly owned by any user. not sure if this is the folder that would need to have the correct permission of if it would be another, or if it is just a completely different problem. I have also uninstalled and then reinstalled phoca gallery, deleting all phoca related files in joomla/images/
