Language pack?

I downloaded a language pack with 2 ini files in it (...com_phocagallery.ini and ...com_phocagallery.menu.ini). I use 2.1.0 version. Where should I place these two language files?
in Folder
/jourHompage/language/xx-xx (ini file and menu.ini file)
and
/jourHompage/administrator/language/xx-xx (ini file and menu.ini file)
