So where is the problem (maybe I don't understand it correctly)
You have the first 20 images on the site... you have a pagination there, so you can go to the next site and see the next 20 images ? if yes where is the problem ?

I think you are understanding incorrectly.
I have installed phoca, created a category and then now I have been uploading and adding new images to that category.
Now when I go to preview the gallery on the website (not in admin panel) I can view the images and all ok. However, in that certain category I added 22 images however on the site it is showing only 20 of them.
I hope this explains. If you still not sure about my problem let me know so I can email you my website link.

Yes, on the frontend, first 20 images are displayed (or other number - Site - Global Configuration - List length) . The question is, do you have pagination in the front end, do you have here the link to the next site?
