Hi, enalbe devtools in your browser while uploading and check if there will be more detailed information about the problem when uploading. There can be a lot of different protection - even on Joomla core side, which just send false without any clear message (e.g. you upload jpg, Joomla core function checks the content of the file and then it find some dangerous part of code there and just skip uploading the image)
You can even try to disable this parameter: Re-encode Uploaded Images (Security) (for test to see if it is not caused by this parameter)
