Hi,
do not remove the lines from ie7.css, 'cause then the site displays badly in ie7.
I also have a template based on Beez, and have some problems with it (on the frontend it's minor - only a hover problem), but in the backend it's a bigger problem. If I really need to do something then I run ie8 in compatibility view.
The developer view should open a new window, or appear at the bottom of your window.
I am sorry, but I can't help you more. I haven't been able to solve my problems myself.
Maybe you can get some templating help on the Joomla.org forums?
