Doesn't work in 2.2.0 beta either.

The problem of error script is that it doesn't show fatal errors (because fatal errors cannot be handled) and if there is e.g. warning, then the script run again... it is stopped only by fatal error

OK. I have found that by using the menu item that displays all categories the access control works and only the categories assigned to that user show up. If I use the menu item to display a particular category i.e the parent of the sub category, this is when it doesn't work.
