Well, I have a good news: it worked now!!!!
Finally I found the problem: the uri.php from libraries/joomla/environment that have a issue with IIS7.
Well, my website is running on a Windows server with IIS 7 (I need to run PHP and ASP.NET in same hosting account).
The problem I pointed here at the beggining of this thread is one of the problems that I have with Joomla!. The other is a failure on paginations on articles, sections and categories listing, and articles index (when using page break on articles).
Someone on Joomla official forum found the issue int the file. But no resolution.
So, I stopped all I'm working and go back to coding (something that I don't make for 2 or 3 years). And changing some lines in the uri.php file, I put the pagination links to work again. And the Phoca Gallery too!!
