Can't edit categories / too many users?

I'm trying to change the permissions on a couple of categories the first problem I ran into is " Fatal error: Allowed memory size of 104857600 bytes exhausted (tried to allocate 71 bytes) in /public_html/libraries/joomla/html/html.php on line 89". So I increase the php memory limit to 1GB (which is out of control for normal scripts) and the page takes forever to load because i have well over 100,000 users that that load in the "select permissions" box. Is there a way not to load all the Usernames in the permissions boxs?
