New category should stay on top of order!!

If I create a new category it always is the last of order. I want a new category should be at the top of order. What have I to do? Where are the settings?

Hi, categories are displayed by ORDER, so you should click on "Apply" and then you should select the ordering and click on "Save"... this is a Joomla! behaviour where the saved item (without applay and selecting ordering) will saved as last...

Not even that way is working. I´ll have to quit. I have tried every way and It doesn´t work in my case. It´s a petty because is a nice gallery...
